Legality of Pools depends on the Players in Colorado

Fort Collins Police stated that depending on the circumstances, the legality of March Madness polls varies.
The legal polls, would be ones where the co-workers get together for some gaming action. On the other hand, if the bar or restaurant decided to host a game, they would be breaking the law.
Gambling is banned in Colorado state, aside from the limited stakes gambling, which is still permitted in Blackhawk, Central City and Cripple Creek, where you are allowed to gamble considering that you knew the players in a social sense before sitting down to play, according to Bob Younger, the city's alcohol and tobacco enforcement police officer.
Here is how he explains this peculiar law: "The test is: Are these people brought together for some purpose other than gambling? In the workplace, the answer is yes. People are there to work. Gambling, including games of chance, are illegal at any place that has a liquor license"
